It's most likely exploit including GM, such as with the 60ilvl belt from satchel. Just spam tickets and get lucky.

Offensive Disc is probably most overplayed spec at the moment because of penance's high burst potential and PW:S's 550 absorb shields. I play defensive disc myself, and I must say that it's awesome with 1second lower shield cooldown, which is a gamebreaking talent and mostly overlooked one...

Just a little side note; Pursuit of Justice gives you a free boots enchant. So it can technically be +5 hit rating just from 1 talent point. Loads of paladins seems to ignore that talent completely =/
