edit2- Ok.... it doesn't look good. I had a
https://www.wowhead.com/item=60937/restored-archeus in the bank from Cata and it did not boost up any ilvl when copying that toon over. Pretty certain that's a cata quest completed on a toon geared in cata itself.
@Samadius sorry for the derail again, but it's kind of important information.
This is not a derail it is about 8.1.5 ptr compared to Live 8.1 so no worries.
And the difference in scaling has already been clarified. So live 8.1 (post 7.3.5 obtained quest items) greens are ilvl 57 as well as blues and I think even epics. On the ptr 8.1.5 quest greens obtained post 7.3.5 and onwards will be ilvl 59, and the blues will be ilvl 65 and the purples will be ilvl 71.
Basically any quest items/gear obtained pre-7.3.5 are still keeping its old item wether it being higher or lower than the new item lvl - in other words they are untouched in 8.1.5.
- This is going to mostly be a boost for relatively new twinks (i.e. created after 7.3.5 or having quests completed after 7.3.5) , in case you are using any quest gear of course.
Here is an example:
This item is grandfathered ilvl and was better than the current obtainable which scales like this:
however, after 8.1.5 the newer one will surpass the old one instead and be better.
Just as I thought I had something better than all new twinks, I will from 8.1.5 have something worse than all newer twinks
(or anyone who hadn't completed it until post-7.3.5)
Besides, I can confirm everything on wowheads ptr site so far seems about right, so if you for whichever reason aren't on the free-for-all (even without sub) in-game ptr, you can also check wowheads
they take their data from ptr afaik as I mentioned before.

Anyone checking if PPM is being touched up for any of these items?
I can say that I have tested a few and haven't noticed any difference.
