The only way I've found is to farm quests for a chance for the reward to roll epic... but that hasn't gotten me to the 12 minimum.

All the legion drops from rares can upgrade to epic. So if you haven't killed them it's worth a try.

Best hunter pets?

I would like to know how to get higher item lvl I had seen some lvl 20 whit 40 to 50 item lvl, so far all I had been able to get is 27 armor and 32 legion weapon

Also the gear sockets never have any mastery some class/spec can handle this better than others
For last it would be nice have a stats priority to guide us

You need to work your way through the right Legion quests.

Tenacity Survival of fittest pets , with mortal wounds seem best overall.

Or Cunning pet with slow .

Also if you have good macro usage - mechanical pet against fear users can be effective .

I think I just killed around 800-1000 wildeyed undergrell in about an hour.

I got maybe 9-10 green BoEs to drop. One of them rolled a socket.

No epics... is this the wrong farm for trying to get epic boe's for chaos crystals?

But how do you get those leg reinforcements? WoWHead has zero information on which NPC teaches it, the required profession level, cost to learn etc. Is it available as soon as you learn Pandaren Leatherworking?

No, I mean I know where to learn MoP Leatherwork, but it doesn't explain anywhere how you obtain the recipes for those items.
