Up to skill level 25 I believe. Fel iron does not always give skill after 15 or 18 and even less often after 20.

As a newbie twink I haven`t been able to figure out a few important gearing methods yet, which may be well known by other more experienced players. I would appreciate advise from them on the following:
- 28 BoE greens
What level alt do I need to farm these and in which zones?
I tried with my lvl 20 alt in Legion 10-50 zones and got lvl 22 greens. So I`m guessing I need a higher level alt to farm lvl 28 greens for my lvl 20 twink in Legion?
With the same lvl 20 alt I also tried in a BFA 25-50 zone, where I got lvl 28 and lvl 29 greens. The lvl 29s require a higher lvl alt to equip them. Maybe a lvl 19 alt would only get lvl 28 gear so I wouldn`t get useless 29s?
What if a 28 green upgrades to rare quality (blue) and the item level goes beyond 28? Can a 20 twink equip it?
- Epic relics and gear from Legion and BFA
One option is clear: quest rewards and rare mob drops might upgrade to epic quality, which is item level 26 for a lvl 20 twink if I`m not mistaken. I heard there are world drop BoE epics too? What level alt do I need to farm and in which zones?

get lucky on Legion quests with reward going Epic
or grind epic BoEs in any spot 24s are farming ilvl 28 BoE greens
it's a looong grind. GL!

I got 2 epic rewards from quests, need more for mark of the hidden satyr. What is the best place for grinding epic BoEs?

What should you do in a legion invasion? Just go there and see?
Edit I just went to Stormheim and the quest didn't pop up. Are us sure 20s can do it?

looking into if we can get any epic recipes as F2Ps, since we can obtain epic raw gems by crafting https://www.wowhead.com/item=35945/brilliant-glass. i have not got an epic one yet, but if not for epics, it's a way to turn your uncommon-quality raw gems into rare-quality ones.

Based on the unlearned tab of JC in-game, all the recipes that require epic gems are drops from the battle for mount hyjal or require Scale of the sands rep, so it doesn't look do-able to me. I know there was that thread about the guy who got all the "impossible" reps but outside of that I think we're out of luck.

Could be wise idea to also get some Heavy Leathers before going to Engi.
While it takes some time(as it needs high skill to get them) its worth the effort.

Here is random video of how it works(it doesn't work everywhere now, but outdoors seems to work in most places):
To get that, we need high skill and Gnomish Engineering, while the quest for the specialization will need Heavy Leather and without skinning it may be much more difficult to get it(although there are ways),
I'm using the well a lot. In my view, its important enough to be worth the effort, as some places would be much more difficult(likely impossible) without it as F2P, even with the cannon and DH glide.

it's way easier to fish up medium & heavy leathers from floating wreckage pools; don't need to profession dance.

Didn't work for me, back then(was right after shadowlands patch started, 9.0 I think).
I don't remember all details on why, but I think I can guess.
Even though I did had "find fish" at the time, I didn't have the anglers raft or other water mount, so finding nodes was very challenging. Then it turned out they need vanilla fishing skill to be high if I remember correctly...
Darkmoon ones didn't give me any mats either, only potions...
There is vendor that is suppose to sell it, camped it for a while, didn't see it there, either...
In short - sure, if someone can get it working it could be faster, didn't work for me, however.
I do have to mention that it malfunctions a lot more often then it did back then, however. Still can get very high with it, but may take some attempts before that.

It seems the alchemy transmute for the Earth, needs book for it tome of sorcerous elements and its sold by vendor that only shows up in level 3 class halls.
So Primal Spirits and work orders may be only source for the Earth at F2P I guess.
Unless someone found another way?

Work orders, primal spirits, and daily cooldowns if you happen to have a relevant profession.
And while daily cooldowns aren't likely as your twink nears completion, primals aren't too hard to come by (both the mine and the fishing daily give some, although the latter is annoying without functioning bait), and when you're still making bags to fill all your slots you can probably be okay devoting a building to JC for the extra chance at earths.
