EU ilvl 810 relics for 101?

Just thought of another possible theory on the relics: The first known relic was 810 Blood from a box, looted by a rogue, right? Maybe an off spec of his used blood, that had not been socketed? Perhaps the relic upgraded to fit the unused socket?? Just trying to think outside the box.

I never did my SV Artifact Quest so I will do that, leave it without Relics and get a gear set that puts me at 810 iLvL exactly on my 110 Hunter and give it a try.

Whilst ilvl might play a part, I don't think having exactly 810 ilvl will make any difference (pretty sure
@Winterpwnd's main was higher than that - it's 893 on the armory lol).

If you get any relics that are scaled, keep them in their boxes in case we figure out how to make them 810

OH! What if you open on the low toon, making 101 req, but then send (in box to 110) and open completely? Maybe, when you take it out, it will warforge or scale, but maintain the 101 req?
I'm only guessing because we've seen the opposite way scale them down.

Pretty sure people have tried that. Could be some bug to do with the warforging though, that would help explain why they're so rare.

Someone posted on my Reddit thread an hour ago that got one on their 110 DH, currently trying to ask the person some questions to help narrow down the requirements to get it, if anyone has any questions to help figure it out I would love to ask them

Unlocked several on my rogue, sent them to my 890+ DK. He opened w/o looting. Only one relic out of all the boxes, a 780 ilvl Etin Bone Fragment with a 110 level requirement. The box also contained a 780 ilvl Dreadroot Linked Greaves Of The Aurora with 110 requirement. I mailed the box to my 101 DK and opened it w/o looting it. Both items inside were now 682 ilvl with a level requirement of 101.
I set my loot specialization to frost on both DKs.

So got an answer from the person who unlocked it, here are the questions asked:
What iLvl & Spec was your DH, where did the box drop from & where did you open in, did you use someone else to unlock it?
and here was the answer:
"I am 909 equipped havoc DH, was the fel corrupted blood relic & box was looted in the broken shore & opened by a friend's 110 similarly equipped druid JC lockpicking skill via trade window outside of the new dungeon while we were waiting to go in. We were both like wtf is this item? I did some googling at the time and couldn't find anything about it. I asked in our trade chat and was flooded with whispers asking for pricing." - CasualKripp

I definitely think it's related to the warforging system or something similar. People with higher ilvl apparently have a higher chance to get higher warforges and all the relic finders we've spoken to have been 890+. However it can't just be every highly geared player otherwise we'd be seeing a lot more of them, so the RNG factor might line up with them needing to WF/TF and bug in some way.
I'm like 90% sure this a bug now though. I don't know of any items that drop as their "base version" when they also drop level scaled and in the special way for 110s. Think about the BoE epics - their base version is 810 ilvl but we never see any of them at that ilvl - they're either level scaled or 840+ for 110s.

If it was a bug and the 810 wasn't supposed to drop then Wowhead wouldn't have the data push in their system to allow us to search for and see them. I have a feeling it's just more RNG on top of all the RNG we already have in Legion because the Devs heard how much we love RNG Lewt.

You've always been able to see the baseline ilvl on Wowhead (without any upgrade bonuses) and I'm pretty sure they appear in search results too.
