It scales you up to the max level whenever you're doing pvp, or something like that. Also, all gear is the same in pvp.
Well, gear can be customized based on build, runes, and mogs. But all gear is approximately the same power level.

1. Is Necromancer the profession for DoT play-style?

*gasp* there are druids in GW2??
Now I really need this thing.
Aw.Just to clarify - you can choose one of those to fill your 'elite' action bar slot (10). So you can only ever choose to be one of those forms at a time... Norn =/= Druids

Mesmer bis fun - https://www.guildwars2.com/en/the-game/professions/mesmer/
But basically, they summon illusions of themselves with surprisingly lifelike AI. Then they can explode their illusions to deal a ton of damage, slow their enemies, confuse their enemies, or become shortly immune to damage. It's incredibly confusing in a battle, let alone a group battle. The way in which you summon your illusions differs by weapon; some of them can be extremely confusing to tell apart from the actual character, making the mesmer unbelievably fun in pvp. Also, we have a blink that shoots you where you click.
Mesmers are probably best built for cc/punishment rather than damage. I've seen a lot of Mesmer players report their damage is nowhere near as significant as other classes, it's not one of their strengths.
They are a "mage" class that specialise in using debuffs to punish/cripple the enemy, while at the same time buff their own team - I would consider them best built as a offensive support class... if the Mesmer is doing their job, your team will wreck in PVP.
I'm playing a mesmer as well. I played Mesmer back in GW1 but it's changed quite a bit since then.
However in a PVP situation I think illusions aren't going to fool experienced players at all - in fact it's going to be a bit of a learning curve for PVP mesmers to learn to "pretend" to be an illusion, by autoattacking for a few seconds on the spot etc etc.
How are Warriors?
Well said. My main alt is an elementalist; the damage is on another scale completely. However, a 3 point mind wrack is nothing to shake your finger at...
Also, despite weaker damage output I've yet to have any serious trouble 1v1 (with the slight exception of really smart thieves and guardians that REFUSE to die), primarily because with the mesmer's deception spells I can avoid an immense amount of damage.
@Purse, have you unlocked Chaos Storm with the staff yet? That spell is beyond fun.
Yes I just unlocked all my staff skills just before...
Chaos Storm is just uber. Love it.
What are you using as a MH/OH combo? I'm still experimenting with them.
