it's still obtainable, although last sunday the event ended within 15 minutes, not sure if it was a bug or an intended nerf on the amount of winners.. if that's the case, it'll be harder for 19s to get the trinket when competing with 110s

I think its a bug. I missed out this week. But 2 weeks ago the contest ended in 25 mins, only to restart twice afterwards. When it restarts the number of fish I got resumed and I was able to catch 40 in the end. Last week on US Dalaran I got lucky with my 20 warlock as he was able to finish in 18 mins and turned in seconds late after a high level DK. To my surprise, the goblin yelled that the got a winner and the tournament is over, twice. Exactly the same line. No winner has been announce previously. However, when i switched alt, I was not able to get the contest restart.
My theory here is the counter of winner is still bugged. The goblin terminates the event earlier that it should, and Blizzard instead of fixing it, added some mechanism for the event to restart. For me, the restart happens when I use the boat from rachet or return from battlegrounds, so it seems to be work on individual ends, it doesn't always happens though.

ATT: Missing region tag. This is regarding EU concerning realm time. The general idea put forth in this post still applies to all regions.
So, there has been a lot of questions regarding the STV Fishing Extravaganza over the time it has been revamped. It's gotten significantly harder to obtain the trinket that most low level twinks desire. There's also the question whether it's still possible to get Lucky Fishing Hat. Hopefully this will answer your questions and help you achieve whatever you wanna achieve from participating in the tournament.
Obtaining the trinket:
There are a few ways to obtain the trinket. I would recommend you make preparations if you want to win. The preparations are simple. Set your Hearthstone to Booty Bay and be at a fishing location at the exact moment the tournament starts. The area I usually use is a proximity around the whirlpool area just north of Gurubashi Arena.
Depending on competition and spawns of fishing schools, the area can be expanded. I usually go all the way down to Grom'Gol if there is too much competition or I get the idea that the fishing school spawns are taking too long at my current location. I walk back and forth depending on those criteria, or stay in the whirlpool area alone. It is possible to pull off a win by this method on more or less low populated / dead realms.
You can extend your preparations by having a friend taxi you around on a 2-seater. Hopefully someone who has already gotten Weather-Beaten Journal in order to track fishing schools. Alternatively, you could look into phasing. Either find an add-on or a get a friend to make a DK on a dead server to phase you. Remember, phasing works differently from what it used to back in the day, so your DK friend (or whoever phases you) has to be in the zone prior to you entering the zone, or else the phasing won't work.
If you follow this approach, then you probably have the best chance you're gonna get at obtaining the trinket with how the tournament is currently working.
Obtaining Lucky Fishing Hat or other rare fish prizes:
Before the revamp of the tournament, the tournament started at 14:00 and ended at 17:00 realm time. Now, the tournament pops up as a world-quest and disappears once a winner has been announced. However, the winner announcement is concerning winner prizes only. I.e. items such as the trinket. So, even after the winner announcement, you are still able to fish up a Keefer's Angelfish, Dezian Queenfish etc. for the full duration of the old tournament time periods. So if a winner has been announced between 14.00 and 17:00 realm time, you still have until 17:00 realm time to get your Lucky Fishing Hat.
Hope this cleared up some confusion regarding the tournament.

Your information on Lucky Fishing Hat is incorrect though, as people have been acquiring Keefer's Angelfish after the tournament has ended. I have acquired 2 Dezian Queenfish after the tournament has ended. So the rare fish are still obtainable after a winner has been announced.
And it's also not "50 first players" that gets a shot at being a first prize winner. The tournament ends way faster now.

Wowhead still shows that the competition is open until 50 players finish. I am aware this event has caused a lot of issues and bugs, and has received a lot of hidden hotfixes though.
