Sorry for late response!

You'll want to attend the tourny and fish up the Keefer's Angelfish.

Now, the fish is pretty rare. It has a fish-up rate of around 0.1%. The best location to fish would be in the provided 2 screenshots on the original post. Might take you a few tournaments to actually get the fish. But itll come eventually

Lowest level would be at level 5 since fishing requires you to be level 5 to learn :/

Best low lvl fishing spot would be in the broken isles just south of Grom Gol Base Camp or West of Fort Livingston.

That is always an alternative, however this is a guide on how to do it alone. Not everyone has high lvl friends willing to help out.

All geared up ready to fish today. Although the guide says that fishing starts at 2pm server time but schools have not started spawning on my server yet and my calender says the fishing extravaganza starts at 5pm. Looks like I'll be back in a few hours.
