educated guess, seeing at all lvl 20 gear becomes level 10 and the "starting zone" is 1-10 and seems purpose built for the starting account experience. But who knows, maybe its level 15 or 20 or 30.

I still found plausible that the F2P level cap could be raised to Shadowlands' lvl 20, as a way to compete against so many other solid games that work on a complete F2P model.

who knows, i think it's because of the BFA allied races though that's making some people assume it'll be 20.

It’s likely to be lvl 10, but Blizz will do something real scummy like scale us down to 8, then we have to lvl to 10 and all our years of gearing will be rendered useless in a moment!
