Is there a piece of gear that resembles Tunic of Westfall

Superior Tunic and Cuirboulli Vest. None that are usable at 20 unfortunately.

Hillman's Leather Vest uses the same pattern but different color scheme.

Oh, I must just have bad luck then, because I kept getting Girdles instead of Cloaks. I guess I'll just do more randoms, thanks!

There could be a viable and RNG-dependent alternative:
battle-healer's cloak (or the alliance version) for int/stam/spirit
