It works but it feels chunky compared to not running it. I tried it on multiple toons and servers to be sure it wasn't a fluke.

So, I know that hit caps have changed, but have the calculations to hit 24s changed as well? I know it's not very statistical, but it feels as if I'm missing against them a whole lot more often than pre-5.04.

This is anecdotal, but I'm pretty sure that spell hit was different against high level players and NPCs pre-patch (easier to hit players). That doesn't seem to be the case anymore though. Running ~18.5% on my priest with GSOJ + 15% baseline hit and I still miss a noticeable amount on 24s.

are pandaren gonna make better warriors than orcs when they come out, or will they just be sort of on par or worse?

Mists of Pandaria Stat Changes
We are normalizing melee and spell hit, so that spell miss is equal to melee miss plus dodge.
Against an equal level creature: 6% spell miss, 3% melee miss, 3% dodge, 3% parry (from the front only), 3% block (from the front only).
Against a +1 level creature: 9% spell miss, 4.5% melee miss, 4.5% dodge, 4.5% parry (from the front only), 4.5% Block (from the front only).
Against a +2 level creature: 12% spell miss, 6% melee miss, 6% dodge, 6% parry (from the front only), 6% Block (from the front only).
Against a +3/boss level creature: 15% spell miss, 7.5% melee miss, 7.5% dodge, 7.5% parry (from the front only), 7.5% block (from the front only).
Ranged attacks will be able to be dodged. Hunters will benefit from expertise and will have it on their gear, which will also allow hunters and Enhancement shaman to share gear more easily.

Spell hit, and hit generally, changed against players. If you tried to hit 24 PvE mobs prepatch you'd miss much more than PvP. That's the change.

Also, as a side note, expertise now also adds spell hit. Not very useful for most classes and specs, although human and dwarf paladins using swords and maces do benefit from the 1% expertise which adds 1% spell hit. Dwarf shamans using the maces and orcs using the quest or BFD axes too.

So I literally just logged onto mop now, and the chat addon isnt working at the moment as far as i can tell. I've almost certainly missed some kind of post about it somewhere, but if someone could explain?

I'm currently collecting some gear to test out Guardian FC'ing on my druid , I wonder if anyone else has tested it yet , and if so how does agility vs resilience work for damage mitigation?

Feral staff vs Resilience staff etc

Spell hit is 6% for 20, 9% 21, 12% 22, 15% 23 so following that logic, 24 would be 18%. Of course there could be a jump at +4 levels.

Melee hit is 3% for 20, 4.5% 21, 6% 22, 7.5% 23 so 9% for 24?

Most people call regardless. I haven't seen a recent person able to do it online. I added two starter accounts to my account, all online without issue. All three had random names and emails. Apparently you're only allowed to have one starter attached account now.
