Even in wargames you'd pick worg sprint. The 1% versa and the weak HoT racial is dogshit.
Under a world where the meta is whom can last the longest as an fc, I can personally see 1x worg 1x kultiran best under double boomkin and possibly rdruid. Whether you agree with me or not, I understand, as worgen is rly broken.

You'd still pick 2x worg or 1x worg/nelf over kul'tiran if it was 2x boomie.
 
If you think KT is considerably stronger than Worgen or Night Elf, you likely have no idea what you are talking about.

Pre-6 Worgen is BIS for the character-frame / movement speed buff. (for alliance, that is)
Post-6 KT can be argued, but that 1% versatility doesn't outweigh worgen. Not to mention 2% of 100 damage, is still 2 damage...so

I'd also say Night Elf is better than KT. Being able to body res extremely fast is more valuable than 1% versatility. Not to mention with a flag drop macro, you can shadowmeld crucial damage (however, this can be extremely risky as flag drops DR)

From my PTR testing, Zandi looks to be the most powerful FCs (I have not informed myself to any potential ZT nerfs, so my opinion is subject to change). Tauren are second IMO for war stomp/stam buff

So pardon my ignorance on the matter but what is it about 19s that would make tauren war stomp better than high mountain charge-stun? Is it alot of fighting FC on the roof, so risking a charge off is bad?
 
I agree with this, Horde have and always will have better racials. Something not mentioned here is that Horde is getting Zandalari Druids lol.

not just the racial .. i dont know if it is still the case now .. when i was active in the 19s years back, there are OP gears available only to horde and not ally

The charge is usually situational. Either you use it for distance, or you use it to stun and have to deal with wherever it puts you. Sometimes it'll do both...but usually your charge is a pretty unreliable stun. You don't want to be in the situation where you need to stun to survive, but the direction you need to stun puts you in a worse position.

War stomp is a much more reliable stun, but obviously lacks any movement. But being able to stun in close range is useful in most situations. It stuns melee attackers. It can be timed to stun people as you die to dots and ensure your team can grab flag. It can be used in combination with LoS to draw in ranged attackers for a stun around corners.

That being said, high mountain isn't a bad FC. But tauren is probably as good or better and cheaper.

The Highmountain charge is literally just a gap closer: And an unreliable one at that. (druids really dont need one at 19)
The only time an FC should be able to make use of this spell, is if they happen to engage while crossing mid: which is entirely avoidable @19 if you survey the map and bait the enemies into bad positioning
(Consumable users & other druids will still cause issues though)

A smart FC tends to be stationary at times, and can play the map in his favor. Using the charge incorrectly (as a stun) can end up placing you in bad situations. I just find war stomp to be much more dependable as it typically, has a 100% hit rate & it wont throw you into bad positioning. Not to mention, when I anticipate a flag drop, I can war stomp it to avoid predictable stealth returns.
 
Ah, figured it was something like that. I have alot of fun with it at 20 but mounts in that bracket make mid engagements much more common and it tends to shine there.

I do kinda feel like it can be pretty hit or miss once I'm in base though.

yeah i agree not best for fc but def best for any dps class the stun is off the dr so its a full 3 seconds even on a full dr'd target
