Keep in mind anything a 101 can achieve Stat wise a 109 can get higher in iPvP. 101 Twinking only really shines in World PvP and PvE due to better Secondary Stat scaling.

Aye that's unbuffed non-PvP stats with Legion enchants and 150 crit gems in all 9 sockets. Haven't got any decent shoulders/wrists/trinket from HFC mythic yet though.
Beaten some 110s in duels and can kill 110 rares in Suramar.
Solo'ed 6/7 Highmaul heroic (Butcher has an insta-kill mechanic), 3/10 BRF heroic (still working on it), first 3 in SoO mythic (Sha of Pride perma-stuns me with the prison) and that "fel reaver" giant in Highmountain that kills everyone whilst levelling

I can still remember the first time NPC Scan went off and I jumped over to him on my 99 DH (before I was well geared as I chose Highmountain first) and the first hit my screen was flashing red, second hit dead lol.and that "fel reaver" giant in Highmountain that kills everyone whilst levelling

boe ring is might be cheaper if lucky to find one and also have a chance for socket/tertiary

Went for the 2 BoE ones, both with sockets. One of them nearly cost as much as the Kirin Tor ring though

There's only the Level 98 minimum requirement for Legion WF items. I've posted pictures of 101's with WF, Tertiary Stas, Sockets, etc, and showing the various iLvLs that they can be. The fact is WF, Tertiary, Socket, etc is just a very low drop rate to begin with, then those who get the BoE's often just immediately equip them, further reducing the available stockpile for Twinks to purchase. Getting them to drop yourself is no different than getting Vanilla WoW World epics to drop. I think I've had 3 of those drop since TBC, ever.Still haven't seen a warforged drop at lvl 99 or 101 after many kills

Aye I meant dungeon gear though. I've seen the 101 BoEs WF/Socket/Tertiary (I'm wearing them hehe) but I haven't seen dungeon drops WF at either 99 or 101 yet. Been trying to farm a WF relic from first boss in Darkheart Thicket on my 101 and I hit the 10 instances per hour limit.

For Dungeons I've seen (1) Level 100 get a WF item, and (1) Level 104 get a Tertiary Bonus (Indestructable lol). Granted I haven't had much time to spam Dungeons so that's only from 4 total dungeon runs, 1 for each end Zone quest. Neither of those 2 were my own characters, of which I've gotten no WF/Tertiary/Socketed Gear at all yet.

Not sure we will ever see warforged or socketed items below 110, with the exception of those 101 BoEs. The 101 BoEs are strange because they're higher than the BoEs at level 102, 103, and even higher than BoEs that require level 109, with them being the exact same ilvl as BoEs that require level 110. Coincidentally, the 101 BoEs are the only epic legion BoEs I have seen in the auction house that have warforged or sockets in them, besides the 110 ones. I think there's some kind of bug that's causing the 101 BoEs to act the same as the 110 ones, why else would blizzard choose to make 101 BoEs act the exact same as a 110 BoE? It doesn't make sense.
Also, back in WoD I had a few 99 twinks that I ran Skyreach many, many times farming for specific variants of the blue items, and I never once saw anyone below 100 getting a warforged or socketed item, but there were many items that dropped for me and friends with tertiary (speed, avoidance, etc). Check the roster of any active guild, it's not THAT rare to get a warforged item at 110 and people get them all the time. I'm sure if they existed below 110 we would be able to find at least one person with one by now.
If someone could prove me wrong with an item other than a 101 BoE then please do, but until then I wouldn't spend too much time trying to get a specific warforged/socketed item.

I guess next time I'll have to take SS of the WF and Socketed items I've personally seen drop and mentioned here in this very Thread (just not for me) for Levels other than 101/110. Also on 99's and Skyreach, I can say 100% as fact that they did drop with Sockets AND Tertiary but I never saw one WF. I don't think WF existed in WoD Zones (Dungeons are considered Zones) until 100. I cleared Skyreach iirc 74 times on my Shaman when I Twinked her 99 trying for the 600 Belt with a Socket, but never got it. I saw a 99 Warlock Twink in there one time and he had Boots with a Socket and Speed on them, iLvL 600.
EDIT: The simple math of it is, you have MILLIONS of Characters at Level 101 (while Leveling to 110) that gives a huge chance of seeing the World Epics/WF drop. While at the same time you have a tiny fraction of that at 99 Questing/Leveling in Legion Zones giving that Level a very tiny sample size to get World Epics/WF.

You're right. I take back my comment on sockets, it looks like you definitely can get them, I was just never lucky enough to see one. I was just curious because the level 101 epics seem to disproportionately warforge more than any of the 102, 103, 104, 105, etc. epics (which also have millions of players farming them) and coincidentally happen to have the same stats as a level 110 BoE (and a greater ivl than the 108, 109 BoEs). I didn't mean to come off as condescending, I was just theorizing because the only proof of the warforge was from those 101 BoE epics.
