Incorrect. My lvl 109 twink priest went into surmar and all the lvl 110 mobs were dropping loot. I even did some quest chain from khadgar concerning surmar and killed a lvl 111 rare elite and it dropped a blue trink scaled to my level (ilvl 793).

Then Blizz Hotfixed it, I was in there on my 99 for like 6 hours a few days ago killing anything I could (mostly non-Elite 110s) and not one thing dropped any loot, not even Gold.

For pure iLvL you should use the highest 2 Relics you get. If iLvL isn't as important use w/e 2 that bolster your playstyle best.

It replaces the one you have Equipped. So far I haven't found any way to unsocket a Relic to reuse at a later time.

They're like gems. You can replace them but the one you're replacing gets destroyed.

I made a DH a few days ago on Alliance. I didn't bother with keeping track of the xp or try to keep it low or anything but I did notice that the xp eliminator was indeed phased in the keep when you make it there. So for the time being I'm not certain that Alliance can get a 99 DH with xp locked.

Yes. I've seen a Level 100 get an item with a socket and a 104/105 get a Warforged-no Socket.

TL;DR: 850 iLvL Warforged at 101 with Tertiary & Socket or GTFO.

Alright here's what I've found at least for the BoE World Epics:

• Level 101 non-WF: iLvLs 759 & 835 / 840, base or with Socket and/or Tertiary Stats.
  
• Level 101 WF: iLvLs 845 & 850, base or with Socket and/or Tertiary Stats.

What this means is getting true BiS may NEVER happen over the course of the entire XPac thanks to Blizz doubling down on compound RNG for drops. And yes I know the picture doesn't show the 759 or 840, for some reason my computer was being a dick and I couldn't be bothered to log back in and find them again.

id post this bug on the wow forums but im banned for life. was wondering why cant I use the random dungeon finder for the bonus? I can walk into any of them and specific Q all of them but when I try to use dungeon finder I get a message saying I don't meet the requirements. lvl 99 holy pal ilvl 702 so far.

I've submitted it and there's a Thread on the EU Forums that Blizz has been active in, sadly nothing has been done. As far as I can tell, ALL Players in Group must be at least 100 or 101 to que as Random, which is stupid. I haven't seen anything to indicate an iLvL requirement though.

More finds, the Superior quality (Blue) Gems for Legion require 680 iLvL and are +83 Secondary Stats at 99. The Epic Main Stat Gems are +67 at 99. Relics that are on the Random Loot table from any NPC in Legion are BoE and can at least be Green/Blue but I'd bet Purple also, so it may be possible for all 99's to get dual +6 iLvL Relics, given enough time/luck farming. To find BoE Relics search the AH this way:

Gems > Artifact Relic > sort by Level Range 98 - 99 (Epic +5/+6, doesn't matter if it's 98 or 99, far as I'm aware).

Yup you read that right, WF World Epics can currently reach 850 iLvL as low as Character Level 101 while TF at 110 (at least the one that was linked) is only 845 iLvL, because reasons.

that base item is blue. i would think the drop rate of the base item is a lot higher than the epic boes we are interested in. but titanforged of this item is a lot rarer than warforged of the epics

Bad news everyone, Blizz's nerfbat just beat us down a little. The Legion Gems were so far the ONLY Consumable/Enhancement this bracket could use that was superior to anything WoD had to offer, that was until yesterday. Now the Secondary Stat Gems from Legion scale to only +50 at 99, while the WoD Immaculate variants still scale to +75. Hopefully there will be Epic variants later on that will boost us just those few points more but for now we're stuck with WoD everything except Gear.

EDIT: Main Stat Gems remained +67 at 99.
