Whens the best time to Queue for Level 19 locked exp bgs?
Any certain days / times i should aim for? As i dont really want to be waiting around for hours hoping for a pop to come off.
Rather just log on when theres bound to be games.

As FC a certain amount of lag increases your survivability to a point, lagging while FC'ing is extremely useful in case you stack movement speed making it easier to dodge targetable spells such as Fist of Fury & juke over terrain since it looks like you'd be jumping down, even when you aren't, making the enemy juke themselves down while you never jumped down, also when you lag with high movement speed you start warping from a certain location to another making it easier for you to diminish the enemy team's map awareness since they haven't got a clue where you are at if you keep on warping, this warping when used correctly can also juke people to go another direction even though you are already running into the opposite direction making them run like headless chickens to the wrong direction blowing cooldowns on nothing
there are two downsides though:
1. You may DC at a critical point making you lose the cap and setting your team back
&
2. You won't be respected as a player 'cause other people simply can't do anything to you and you'll be hated in the community for basicly no reason

As a player, playing vs lag keep these few tips in mind. Let the said laggy fc run around like a headless moron while you strategically contain his teams GY. There is no point in trying to catch him until 4 stacks(at which point he either drops the flag or dies in 2 seconds anyway), so set up your tent just in front of enemy rejuv hut and grab some free hks while he causes people to be farmed! Goodluck in the gulch.

what do you recommend to counter hostile players & their hostility & how to handle their attitude? tips'n'tricks pls

"If the heal isn't critical, then don't bother using kick - Evade"
Best advice! Doesn't even have to be for a rogue it can be for any class that can interrupt or stun.

Entering a BG in stealth, also makes the enemy unable to click on you using BattleGroundTargets.
