To start off, ANY +stat and minor speed (Movement Speed) enchant will not stack with cat form, travel form, or ghost wolf. This is untested with movement speed effects such as sprint(rogue ability).
Any +stat and minor speed (Movement Speed) enchant will not stack with a cloak enchant which grants speed of any kind.
Based off of the addon named DejaCharacterStats and human observation, it is likely that every boot slot enchant which grants minor speed or 8% movement speed is, in fact, +10% movement speed.
After testing with the Defiler's boots which have a passive movement speed buff, they do not stack with cat form, travel form, or ghost wolf. In addition, their passive speed buff also does not stack with the cloak enchants which grant speed of any means. It works very similarly to the +stat and minor speed enchants.

Do those actually stack? I read no, but I believe I saw him in the BGS ad he was running fast. But that could have been after a kill.
To answer your question, he is running the talent 'warmachine'. This talent actually activates due to numerous reasons, all of which being a kill. It appears to trigger off the majority of honorable kills, which can be triggered by allies across the map, thus granting him +30% movement speed quite often. It is not due to his enchants.
