I'm not going to say you're wrong about warforge/titanforge, but I never got a single dungeon drop higher than blue level. Can you show me one? I don't have many 99 left that are legion geared, but there was never a dungeon drop higher ilvl than an epic quest reward. Dungeon drops were always the same, i'm not even sure if they procced tertiary or else they'd be farmed for upgraded gear not just AP. I'm pretty sure they didn't change at all no matter how many times you ran.
Until you got to level 110. Then they could upgrade… maybe he's confused.
Legion BoE epics were the highest ilvl available, not saying the 101 epics that were 840 or whatever - I mean the level 99 epics that scaled for 99. They're ilvl 151 now, still better than WoD epics at that level after the bump this patch.
I know for a fact that the relics dropped from dungeon bosses DID NOT upgrade. The best relics available at 99 were quests that procced epic, usually the last of the zone and not always even that. Dungeon relics were a static level.
"Makes sense" the rest of the dungeon loot followed suit. I think your facts are fuddled.

The epic BoE are the highest ilvl, then the bracers which were a quest reward, then crafted, then the dungeon trinket. The second ring is a lower ilvl quest reward because that's how it went, ilvl increased as you progressed through the zone.
That dungeon trinket is the same as the one in your dungeon journal. There's no other version. No warforge, no titanforge.
