I just know based on experience that this stuff usually is just grandfathered in, almost never does it get changed afterwards unless they were already planning to do so. Just a theory, but they could've set up the items for wod differently than Legion, before scaling was in a solid foundation. Legion started much more getting into the scaling trend, while WoD had very little of it. This may have determined how easily they could handle the items. If i know anything about programming, its that programmer code is extremely different from one another, and sometimes it doesn't have as much flexibility when you try to expand upon it in later updates if the programmer wasnt careful. You will have to follow the questline to unlock "Bigger is Better" in order to unlock level 2. Unfortunately, the 5k for F2P is out of reach, but you can get Level 2 on a 10

I might be mistaken, but I don't think there are any other quests after you put down your barracks. There should be an empty medium plot to the left of your garrison hall on the plans map. As an additional point of data: Just got a warforged drop to test, appears to be scaled down (screenshot is on a level 20, normal dungeon gear is also ilvl 25 for me). Could be old mobs or specific items, thoughit could be old rares not effected by the change yet, or warforged drops not nerfed? oh boy.
