I think the only place to fish them up is in the oases in the Barrens.

There are pools of them, you won't have any trouble obtaining them

iirc you can also fish them up in the pool at the end of wc, not really sure tho.

It is possible to farm them in the pool in WC, but it takes a long time. Fishing Deviate pools in the oasis is faster in my opinion, even for Alliance.

I farmed deviate fish for giant growth pots on this character. The quickiest way to get tbere is fp to booty bay then ship to ratchet.

You can also run stocks/BFD if you need other things from them to get a similar drop rates.

Last time I checked on the PTR the spell pen trink had not yet changed. We will certainly find out for sure very soon.

According to something i read, spell pen is now PvP power, eg with level 90 scaling, its +2% dmg to players
Not certain if this will affect the trinket or not

Spell penetration has been replaced by PvP power, yes. But on the PTR the items with spell penetration and resistances have not yet been updated, so no one can be exactly sure how it's going to translate to low level gear.

Not sure where to put this, but the melee hit cap vs 23/skull** is 18 rating (8%) and the caster cap vs 24s is 32 rating (17%). I remember someone (Solvogero?) being interested.

Veinte, that chardev makes no sense. You have an alliance with a bunch of horde quest gear.

Most I've managed without talents is 24 hit rating horde side on a clothie.
