Yes, and it will be the bis leg enchant for all physical DPS specs. In 5.4, will you be able to put leg armors like Sorched Leg Armor on boa legs? I'm a bit confused if you can or not.

Crusader is roughly 1PPM, Dancing Steel is 2.3PPM - So it has greater up time on the warrior, but doesn't heal and is 33 less STR per proc.
Executioner is 90crit at 1PPM, which is quite nice as well

Elemental Force on my mutilate rogue does pretty decent damage as it procs off dot ticks, dot procs, and autohits. You can even get 2 EF procs off of one poison proc as you got the enchant on both weapons.Have you tested mongoose vs dancing steel as well?
What about Elemental Force vs Dancing Steel?
For me, Elemental Force was proccing every 3-4 dot ticks on a boomkin, hitting for 120-240 dmg. I wonder how it would do on say, an enhancement shaman.

I am quite sure that EF is vastly superior to both Mongoose and Dancing Steel as its damage also penetrates armor unlike the boost those other two enchants provide. For an ehancement shaman, that would be procs from:
Searing Totem
Flame Shock
Auto Attacks
Flametongue procs
Lightning Shield
Hmmm, that seems better than using any other enchant, especially since it can proc @ range.
Could these new enchants make fury/enh viable specs?!?
if some of these enchants still require a high level to do? has anyone tested if they can be done on the PTR thru the trade window?
Its going to be interesting to see what gear/chant combo people come up with.
I thought Dancing Steel required a high iLvl weapon. If that works on weapons, would Tigerfang work on shoulders?
Is that a troll? You're asking in a thread dedicated to the 5.4 patch note regarding the level requirement of enchants being removed.
Enchants can be applied at any level.
Item Enhancements (Shoulders/Legs) require a higher level, and do not work through the trade window. This means you have to be using BoA legs and have a main on the server.
