What about your leatherworking leg armor, doesn't that requier some level of lw for going into effect?

Yes I do, and no, for most enchants the enchant will be scaled to your level and work.

I don't believe we can talk about an unique actual BiS on rogues at this level. Yes, there are few items that are BiS eg: Shadowfang in MH, Gloom and RoP but... the rest really depends on your playstyle and personal preferences. Some like to stack haste, some AP, some Crit. I'm a crit lover at this lvl as Combat.

True, but I think it is important to evaluate the person on the build they have (ie Full AP, Crit, Hybrid)

Yes, technically you are correct, it would be BiS agi, however, it is not BiS Glass Cannon as +2 agi (GoTF as gloves) or +3 agi (Foreman as gloves) is not worth -19 crit and -1 haste or -19 crit -10 haste (I did the math with the help of a full defias rogue, if you want me to explain how I got those numbers I can, but I thought this was pretty straight forward.)

at 19 atleast i know defias is still BiS Also they just fixed so you cant xfer a character with heirlooms in bag/account. You can still buy an account that has GF'd enchant on heirlooms and gear a twink on that acc, or try to get the name changed on the acc, and merge it with your bnet so you can send heirlooms to your existing twinks
