Im, sure there is some 19's in NA that have been above 2k in end game.

they are likely new players .. their gears are all the newer and lower ilvl23 versions .. dont need 2k end gamer, there are still some resto shaman around with full set of ilvl38s, maybe they havent met any in bg yet, the effect of these 38s on the 23s will be felt significantly
