You would've had a super small chance at ilvl65 with the same primary stats as an heirloom of that item level, and the same numbers for secondary stats but there were several pieces with mastery and none with vers. So for example based on the gear I got on my 20 and some digging on wowhead there was a 16 strength, 24 stamina, 11 crit and 11 haste chest compared to the heirloom with 15 strength 22 stamina and 20 crit, or the level 50 random enchanted "of stamina" green armor at 24 stamina. I think tanks lost out most of all due to the vanilla "of stamina" gear not scaling to the stamina increases of later expansions, but for most dps and healer slots I'd say of agility, strength, or intellect would still be your best bet. Theres also all of our high level engineering gear and the high level requiring enchants for gloves, shoulders and legs that edge them out by a long shot. I'd say at the most you missed chest, bracers, belt and feet, and we're talking a few points of stamina. It sucks quite a bit, I'm pretty salty I didn't get some myself haha but I don't think its gamebreaking for pve at all. The one thing that does really suck is if your spec did a lot of weapon damage based abilities those weapons had some pretty good speeds and damage ranges for your level, that's a pretty big one that I didn't consider until just now. The warforged mace I got on my 20 has a better damage range than my 3.8 reaper at only 3.6 speed and the titanforged version would be even more damage.
