I think the reason is because you only lose 19 ilevels from switching to sunstrider axe, which bearly affects your stats. The 3.5 speed makes up for the tiny loss of stats.
This is also the reason why Loom 2h Axe (3.8 speed) is better than Emil's Brand (3.1 speed). It's not worth the extra 7 ilevels for the loss of 0.7 speed.
EDIT: Sunstrider Axe has been GFed for quite a while since it can only be obtained as a DK or Shaman now that the rewards are chosen based on your class rather than choosing it manually.

It counts as an ilvl 24 item, not ilvl 5, so it will only be -3 from the box weapons and -7 from gutterblade

They don't push you over the threshold for stat increase, but they might coupled with other items

i guess I should have known better, but I was hoping for balance.
