Anniversary event items can proc sockets, I think that's the only option.
As for the PTR, you just have to download it from the battle.net client that you use to start WoW. I think it's like 65 gigs or something, but you can copy your current WoW folders to your new PTR folder to save lots of time. I'm not going to explain copying it in case i'd screw something up for you, but if you're interested you can easily search how to properly do it.

Anniversary event is lvl 60 + so no. There isn't any epic socket gear for 59 atm. But there is plenty of dungeon epics for 59. And the simplest way is to change your battlnet client to beta then you only have to download 2,5 gb to play ptr. The actual character copy process is very simple.

I'm so jelly, I wish I finished my Plate set. One of my only regrets. Thankfully I have full T3 Dreadnaught, but man, I still would've liked the full set of Pre-Legion plate gear.

i have not touch my 59s for a long time, i did manage to change all to socket gears after ilvl was dropped and stats is back, from what i remember all the 59s socket gears from dungeons are blue, not purple epic .. will the new epic ilvl71's stats surpass the blue socket gears with gems ?
the pre-legion set is only really useful for 49 or lower, cos the 59 are already using gems .. nothing beats the gem socket gears if the game is about stats and not ilvl, i am just keeping them cos "maybe" one day blizz decided to go back to ilvl again, and also lucky thing is these crates do not have expiry dates, unlike the 3days bg crates

Nah.... at least not many, if any. Epic weapons are nice tho. It's not really that much difference anymore, since the squish.
Gems are strong, especially the PvP vendor +5/+5 agi and int. Plate classes are already strong so +6 str does them well.
edit- all the blue socket armors are getting buffed too, so it's not a big deal about epics. Procs were a bigger deal, IMO.

If you have, for example, the old ilvl 57 version of dastardly bracers is there any chance of a gm upgrading it to the currently available ilvl 59 version? If not we are pissed.

How old? Patch 7.3.5 seems to be the cutoff, if you got them after that they should automatically upgrade on patch day.
edit- I got mine at like 47 cuz I didn't know.

grandfathered cloak enchants such as +5 all resistance, +3 all resist and +15 to specific resistances have been removed from the cloaks and show up as blank on the cloaks. hopefully blizz reverts this!!
