Really you dont need to twink a char at 15, on my lvling warrior i could do RFC in under 10 minutes easy, just make sure you tell the people lvling to STOP and turn off xp at 15 and just run RFC. Also i would suggest making a tank class for quicker queues

Not sure about the gear, not sure what you are trying to accomplish, but i would suggest going 3/7/0 with 2 points in the talent that decreases CD on Hand of Freedom. The 20% time on fear and gouge? does not seem like that big of a benefit.

I know on my server. EVERY level 15-19 green with decent stats is ridiculously overpriced Sanguine sandels for 100g, they just hope some clueless twink buys them without knowing what BIS is.

And 7 spell power for arcane and nature damage. the correct option is clear.

Go to interface, then choose features and Equipment manager, and fiddle around with it, as far as i know you should be able to do all what you are asking.
