LvL 10 for Korrak's Revenge. LvL 10 Rewards in the Quest description. Level 30 Weapon the moment it's in your bags, FU Blizz
ZulDrak > Amphitheater of Anguish > get kill Credit for Korrak the Bloodrager. Take a 30+ with you and it's a piece of cake.
And 5% progress per Loss.
FYI, progress on Korrak's Revenge seems to be 10% per Win.
LvL 10's ALERT: Do Korrak's while you can, it's the only way you'll get Achievements/Rep at 10 since we can't normally run AV.
Korrak's que seems to work now.

Underlight Angler is impossible for low Level Twinks, the bait requires Level 39 >.<
ISO iLvL 50 (exactly) Mail Boots that are easy to farm (1st Boss Dungeon, etc) and can proc Socket/Tertiary for Minor Run Speed Enchant.
I was under the impression you could loot BfA Rares once/day, is that incorrect?
