The arrival of the Legion prepatch brought significant changes to optimizing gear for XP-off players. Here's what you need to know for playing in instanced PvP (arenas and battlegrounds, not world PvP). Please let me know if this guide needs any corrections/additions/deletions. Special thanks to @Original for helping with all of the updates!
  • All characters in instanced PvP will receive stats based on a stats template predetermined by Blizzard, based on class and spec. Stats and enchantments on gear will no longer matter. Trinkets and weapon/gear procs will no longer work.
  • Characters continue to temporarily boost to 19. All item levels on gear below level 24 other than heirlooms no longer scale to 24.
  • For every average item level you achieve above 24, you will receive a 0.1% bonus to all of your stats e.g. if you get your average item level to 44, you will receive a 2% bonus to your stats.
  • Characters can now use their best armor types i.e. shamans and hunters can wear mail, and warriors and paladins can wear plate. Likewise, all characters now receive around a 5% boost to stats for wearing their native armor type.
The following list covers what we know (so far) as BiS items. Any slot stating "strongbox" means that the best gear comes from blue drops out of battleground rewards (ilvl 27), gained from winning a random battleground. This list excludes grandfathered gear.

BiS gear is the same within each armor type; weapon and offhand differences are separated by class within each armor type. Please see @StS Ralso 's great weapon guide for more details about weapons and offhands.


Cloth:

Head: Lucky Fishing Hat (ilvl 40)
Neck: Problem Solving Pendant (ilvl 80)
Shoulders: Faerie Mantle (ilvl 32, Alliance only). For Horde: Reinforced Woolen Shoulders / Tattered Dreadmist Mantle / Exquisite Sunderseer Mantle
Back: Tumultuous Cloak (ilvl 25)
Chest: strongbox (ilvl 27)
Wrist: strongbox (ilvl 27)
Hands: Bright Gloves / Smoldering Gloves (ilvl 24)
Waist: Enumerated Belt (ilvl 25)
Legs: Haliscan Pantaloons / Tuxedo Pants (ilvl 35)
Feet: strongbox (ilvl 27)
Rings: The Rock (ilvl 60)
Trinkets: Hook of the Master Angler (ilvl 65, available after Legion launches), Arena Grand Master (ilvl 55)
Weapon (mage/warlock/priest): Charred Razormane Wand (ilvl 23). Wands provide 5% extra stats, making them BiS.
Off-Hand: Stratholme Lily (ilvl 70)


Leather:

Head: Any headpiece sold by Griftah (ilvl 100, rogue only), Preened Tribal War Feathers / Stained Shadowcraft Cap (ilvl 24)
Neck: Problem Solving Pendant (ilvl 80)
Shoulders: Stained Shadowcraft Spaulders / Exceptional Stormshroud Shoulders / Lasting Feralheart Spaulders (ilvl 24)
Back: Tumultuous Cloak (ilvl 25)
Chest: strongbox (ilvl 27)
Wrist: strongbox (ilvl 27)
Hands: Red Whelp Gloves / Nimble Leather Gloves / Bristlebark Gloves (ilvl 24)
Waist: Vigorous Belt (leather, ilvl 25)
Legs: strongbox (ilvl 27)

Weapon (ww monk): MH = Brushwood Blade (speed 3.0, Alliance only). For Horde: Sinister Scimitar (speed 2.9), OH = 1H strongbox (ilvl 27)
Weapon (mw monk): MH = strongbox (ilvl 27), OH Stratholme Lily (ilvl 70)
Rogue
Weapon (outlaw rogue): MH = Brushwood Blade (speed 3.0, Alliance only). For Horde: Sinister Scimitar (speed 2.9), OH = 1H strongbox (ilvl 27)
Weapon (sub/ass rogue): MH = Jagged Wing Slasher (speed 2.6, Horde only). For Alliance: Talon of Vultros (speed 2.0), OH = dagger strongbox (ilvl 27)

Head: Tarnished Raging Berserker's Helm / Mystical Coif of Elements (ilvl 24)
Neck: Problem Solving Pendant (ilvl 80)

Thanks @Redgreenblur and @SikTh for posting about the engineering items, @Kryptonite for confirming the gear sold by Griftah, @raziel83 and @Holythane for the Stratholme Lily info, @AlisterCrow for the heads up on the STV trinket, and @Purj and @Trice for the info about rare gear from battleground strongboxes.

Trinkets won't be functioning in Instanced PvP and will not count towards stats.

I think that's a WoWhead error, since the same level requirements show up in the live version, as well. But I'd love to get confirmation or disconfirmation of this change! Blizzard's been doing a lot of work with professions for Legion, and I don't know what changes, if any, they made to non-Legion professions.

No, the items that require lvl 10 on live version requires lvl 5 on legion version.

Good catch! I didn't scroll down far enough when I switched between views.

Would someone who has access to the Alpha confirm lower level requirements for leveling primary professions? This should be a pretty quick check.

We will actually, you will be given a spell while in pvp area that removes disoriented/cc effect. From what I know it will be provide only while in those environment. There I think slots for pvp will still remain but that I'm not 100%confirm about.
 
Satchel cloak is ilvl 25

Started doing the chain which kept turning into more prequests, theres around 20 so i might do tomorrow :D
