DV's Confirmed 5.4 Information for F2P

When does the PTR come back? I just checked and it was down.
 
All these changes keep coming as the patches keep coming . . . but no love for rogues ~~
we lost shadowstep AND sprint . . yet we recieve nothing while hunters get even more buffs along with steady shot while moving . . all i can do is cry but it wont change anything lol i miss cata rogue so much , i just want rogue to be able to keep up with all the other classes in mobility , not dmg buffs, rogues do very good dmg
we just need to be able to keep up with everyone else who got a movement buff while all we can do is cry as we are left in mid while everyone else gets away
 
Not sure about you but i can pewpew more dmg out of a mm hunter then a sv hunter, i bet your problem is positioning and have no feel for standing still and cast or its that you are so used to run and cast... well you get my point; same goes for your comparison between sv and bm cata hunters some posts back. I guess you can play only sv ^^

good for you, i am MM from heart, But SV is more DMG all the time. And i know my positioning.
 
For resto druids:

Restoration: Causes Wrath to deal 20% more damage and heals a nearby friendly target for 100% of the damage done.

The spell affecting this is not available to f2ps...

Rogues will now be able to instantly destroy anything that can't move away fast enough, or heal through, e.g warlocks and warriors.

I will not play against any kind of thugcleave if these changes go live.

What I would give to ensure that this is 'baseline' at a low level...

The other class changes are pretty crappy for the bracket to be honest. More burst for hunters and 25% more Ambush damage? gg

First thing I'm checking is: Greater Inscription of Vicious Intellect - Item - World of Warcraft

Yeah, this is huge and I think people are forgetting that f2p (while a grind) have access to a few head/shoulder enchants. Depending on how scaling works, this may bridge the gap between p2p and f2p even further.
 
All permanent item enhancements provided by Enchanting, Engineering, Leatherworking, Tailoring, and various vendors and quests are now able to be applied to items of any level. This means all enchantments can now be applied to heirloom items.
High level enhancements applied to items equipped by low level players have their power scaled down to be similar to enhancements intended for that level range.
Low level enhancements applied to items equipped by high level players do not grow further in power beyond their intended level range.

+30 Spell Power and +22 intellect are not 'High level enhancements'. I think they'll stay the same, regardless of what level you are with the loom.
I'd be surprised if that got scaled down because it's an amazing enchantment with twinks, but in the overall scheme of things it isn't very cool for endgame items.

Other things to note:
Fears cast by players no longer increases the target's movement speed. < This will definitely effect playstyle for priests and locks as the amount of time you have before your enemies return is pretty much cut in half. It is not going to mess things up, but it'll be weird getting used to at first.

Divine Insight for Discipline Priests now has a 100% chance to activate its effect after using Penance, up from 40%.
Basically:
1. Cast penance on yourself
2. Cast shield on yourself
3. If shield is destroyed, you can cast shield again even if it hasn't been 15 seconds.

This works every time (100%)

Don't beieve it will since it is already lev 1 chant..if this takes place It would be the chants above what's currently available that would be scaled. Just a guess.

They were meant to be lvl 60 raiding enchants, I DO believe that Blizzard remembers this little fact.
