You might think that but rating has never existed in this bracket and dodging has always been an issue. As long as there is enough activity that you don't always know who you're going to be queuing into it shouldn't be too much of a problem.

Yea but I don't see this affecting low level brackets unless skirms and arenas have separate mmrs because if it's just based off of your arena mmr then ours can't change and if skirms could change your arena mmr it would be way too exploitable
