I've heard there will be requirements still for pieces, so you won't be able to mog a lvl 90 epic as level 20, but i'm not 100% on that.
They are however making it so mail is useable for hunter / shaman from level 1, so you'll be able to transmog over the mail boa's in legion.

First of all good mogs, and second, it says 20-29 which means we can post anything about level twenty twinking as well. Yes, there is level twenty twinking for that, but that is not a reason not to post something here. Otherwise it would have been named 21-29.
