Shadowmeld can dodge HOJs, Polymorphs, Fears...So on & so fourth.
Did we also forget that Night Elf have wisp form, which allows them to potentially avoid 20+ second resurrection timers? This is extremely useful for getting repicks, crossing mid, escorting FCs, etc...
NE basically have a 2nd trinket, can avoid overwhelming burst and body res extremely quickly. For you to not understand how valuable these racial abilities are, I'd assume you're new to MMOs.
In a bracket with very limited mobility, a sprint is also extremely valuable.
You also forget to mention Goblin.

Elaborate on how a gap closer (that creates what, 15 yards of space?) is obsolete, compared to removing a movement impairing effect? Do you know what I can do with goblin jump? I could use it to climb up either graveyard in WSG to avoid melee damage. I could use it to climb up either tunnel. I could use it to act like I am jumping off of roof in flag rooms only to turn around and jump back up. The juke potential is insane with goblins. For you to not understand the significance goblins play in low level PVP...once again...I assume you are new to MMOs.

Race - Pick what race you like the looks of, you gonna be seeing it a lot. (Ignore this tip if you're ultra hardcore).
Gear - Just get as much int/vers as possible everything else is okay.
Gameplay - This gonna sound stupid, but avoid flash heal, you're better off castig PW:S, SW
and penance on the move to both heal and deal damage with attonement. Only use flash heal if you can't use the goodstuff. Use scream defensive and don't go fear bomb groups.

Pop Trinket and Gnome Racial and scream away. Melee never bother you. No one can slow you down. You get eng bonus ppus haste and mana pool. Arcane mage 1% reduction

Alright since there’s some confusion about race tiers here’s mine - take it or leave it but I’ve got a lot of time in as a 20 priest
Tier 1 - top notch
Goblin
High mountain Tauren
Worgen
Void elf
Gap closers/distance getters are the most valuable abilities at this level. Allows you kite, juke people off ledges (goblin/void elf), flag carry (worgen racial and swift pots stack if you’re into that), and most importantly get in range for psychic screams on the other teams healers who almost always stand 2 feet apart from each other
Tier 2 - solid choice

Kul Tiran human
Panda
Tauren
Night elf
Undead/night elves for defensives, others for cc. Have to know how to use cc and coordinate with teammates but can help get kills with healers cced
Tier 3 - maybe?

Dark iron dwarf

Nightborne slow can sometimes be useful.. maybe for keeping people off your fc. Humans I guess if you’re facing a bunch of rogues/pallys. Others occasionally useful for roots/slows

Damage/haste racials not very useful at this level imo. Trolls used to be decent at 30% haste but got nerfed
