I'm considering coming back to F2P twinking and creating a new toon.
Is anything grandfathered (other than the mana enchant for Alliance Pandas)?
What classes are best and how do they rank up?
Is Arena back?
Do the F2P addons still work and is Aerie Peak still king?

Nothing is grandfathered except Cata gear
For battlegrounds, hunters are still kings. They're essentially the same DPS as a non-hunter 24.
Prot Paladins are really strong, since they have giant health bars, high burst, CC, off-healing, and a poison dispel.
Rogues aren't particularly powerful other than that they still have gigantic opening burst. They're really more of a limit as to what classes are viable rather than being overpowered themselves.
Ele Shamans are probably one of the higher skill cap classes that are also tremendously powerful.
The healers are all fairly balanced. Rdruids have highest mobility. Hpallys have the damage+CC. DPriests have the highest healing output. Rshams are potentially the weakest healer, but their turtle-mode combined with a Magic dispel is quite impressive. Potentially the strongest survival chances of all the healers if mobility isn't a factor.
Arenas are gone, sadly. There is a bug (or potentially a bug fixed) that prevents XP locked toons from entering arena wargames :/
The F2P addon does work - Aerie Peak (horde) is king in that it has the highest activity. I don't think it can argue to have the highest consistent top-end players. That honor belongs to some other servers (there are many competitors for that title).

+resistance to cloak is GF'd and gone. For specific gear you can check http://www.twinkinfo.com/forums/f43/f2pdev-chardev-org-trial-twink-54388/ (the orange text is GF items). Were you checking what's GF to see if you should play an old f2ptwink or start over?
As far as what's coming up to be GF'd the BFD quests are probably the biggest. They are Twilight Falls - Quest - World of Warcraft and Blackfathom Villainy - Quest - World of Warcraft which get you BiS pants and an excellent robe for priest.

I've got my old hunter but I believe I missed out on the BiS bow which was upgraded after I did the quest. Is there anything I might have that's worth upgrading that toon instead of starting over?

That bow is BiS. Can't see the scope on my phone but if its not +2 you can still get it. That tabard is gfd.

Thirkfifty was the only BiS level 50 Gfed Warrior.
Just thought I'd point that out. If you do a armory search, like I did back when that movement was started, it's the only one that had that kind of gear.

Unless you've got a timestamp to prove otherwise, I was world first and many old F2Ps can verify. No one's stepped in to contest it. You're free to do so if you can
And considering I started the 50 movement, I know almost every 50 that was made, and none come even close to my level of GF'ing.

Also your old hunters name looks crazy familiar. I was around in the old days, I started right after The Hallowed event ended. I remember people talking about the title, it was still obtainable then. The next year they GF'd it. I would have been alliance at the time, so we probably fought lol. Either way welcome back!

Not true at all.. The bracket needs more good hunts to put these shitty hunts in their place. Hunts, just like most premades out there, dont like losing and when they can't faceroll they flock to what will bring them the best win chance

I was the most active poster on this site at one point, been gone a loooong while (probably a little over 18 months). You've definitely come across me.
I might reroll a healer or a druid or some sort.

I can Tl;dr the gear changes you need to make, and give the differences of opinions on pieces that have some controversy.
You're basically BiS except for a few pieces.
I personally don't think hit chest should be used. I'm a huge fan of using Charmed Ancient Bone Bow for the 8/8/8 (agi/crit/hit) and then finishing the hit cap with Dread Pirate Ring or Ring of Precision. Naga Heartpiercer on a Horde Hunter forces compromises to be made in other aspects of gearing.
I think the chest/shoulder looms for hunters are ridiculously overpowered, and should always be used over the hit pieces.
Hogger's Trousers are good, but Smelting Pants offer so much more.
Naga Heartpiercer only boasts 8 more agility at the cost of 8 critical strike. The hit rating on the bow causes you to be able to maximize critical strike gear options while only losing out on a minimal amount of agility.
Build comparison (in battlegrounds):
Bone Bow/Smelting: 1883 health - 320 attack power - 19.99% critical strike - 4.47% hit
Heartpiercer/Hoggers: 1843 health - 338 attack power - 17.95% critical strike - 5.68% hit
The choice is yours
Also note: Foreman's Gloves are BiS for all hunters. The expertise is necessary.
And you need Feet of the Lynx. They scale up to 10 agility in battlegrounds now.
