Seems most BiS pieces for rogues are BoE - does anyone have a list of BiS quest upgrades?

Looking to unlock Kul’Tirans to easily reroll at 20, and wondering which quests to focus on.

Reroll until epic Soothsaying chest.

Then make sure to do quests for Sparkproof gloves, Strap of the ancient horn Worn Defias Bracers, Ello's band and all the weapon quests. Pray you get a main hand and if not farm Pale Skinner
