So right now I'm doing some theorycrafting for the upcoming Project 60 and I figured this would be the place to go for help. I know this forum is mainly focused on PVP but I'm sure people still have some helpful information and I think most PVP knowledge for this bracket can transfer over in one way or another.
Here are my ideas at the moment but I'm 100% open to feedback because there are definitely much more qualified players here than myself:
(note: The last Project 60 I participated in was in 7.3 and most of this speculation is based off this info)
- In past projects, Prot Warriors were the dominate tanks due to their kit which allows them to take hard and sudden hits at this level (mainly Ignore Pain and Last Stand). In Legion, these abilities proved to be very powerful and the meta for tanking was double warrior because how good Ignore Pain and Last Stand allowed Prot Warriors to take burst damage from bosses (ex. Chromaggus could one-shot tanks unless they had a consistent flow of mitigation and absorbs like Ignore Pain). This may be subject to change with the new raid scaling system and larger groups (40 man raids with 3-4 tanks obviously have more leniency).
- I'm not very certain on DPS and thats mainly why I am making this post but if I had to guess based on former experiences for RDPS, Frost Mages, Affliction Locks, and Hunters (not sure which spec will be better) may shine.
- Healers in Legion were all about the same aside from Disc Priest which was really good and the meta had most groups running 2. Absorbs are really good and they brought good externals which helped tanks survive hard hits, this paired especially well with warriors.
- Raid buffs are back so groups (smaller especially) should definitely consider bringing one of each. Lust is also available at 50 so if the project goes Horde every group should probably bring one shaman. Time Warp is not available at 60.
- The "meta" may not be as big of deal for larger size groups but will definitely still affect groups that try to go in with a smaller size.
TL;DR I've looked around in this forum a little bit and from my understanding, most classes are pretty even with Fury Warriors and Ret Pallies sitting at the top of the DPS and Disc priests sitting at the top of the healers (at least in PvP). I would greatly appreciate if someone could add more depth about each class (excluding Monks & DK's) and provide some knowledge and speculation about which classes would perform well in a PvE scenario at 60.

- Frost Mages were REALLY good in a lot of scenarios in Legion but one of their best abilities (Ray of Frost) was moved to a 100 talent, BUT this ability was even banned in other projects later on and Frost Mages still did pretty well.

This ability may have been rebalanced or might even be banned like Ray of Frost so this is tentative.
- Hunters had mediocre DPS but were sought after for Pet tanking on some bosses like Garr (kiting was very important and made a lot of trash in BWL especially much easier). Hunters may fall out of the meta however in larger groups.
