Any ideas as to how level 38 elemental mage staffs are appearing? if we can find out how thats appearing below its appropriate zone surely we can then find out how to get other epics for level 20s

Sorry, that was rude of me. It's been a long day.
The Elemental Mage Staff has always been epic. It's not a single source rare drop that can proc epic. It, and a bunch of other old raid epics got added to the loot tables of mobs in silithus and burning steppes in... 8.0? and were pretty widely farmed by the 39 community because they could be made to scale down if you had 39s looting them. But they never scaled down lower than the 39 bracket, trust me. We tried. Im not sure how all that worked but @Sun is the guy to talk to.
Thats quite a bit different from this NEW thing where single source rare drops can proc epic. They scale a little differently and wont go lower than the zone itself. Im only speculating, but I think it has to do with the old raid drops still being classified as "raid" and so they scale to player level regardless of the zone level the raid may be in.

Elemental Mage staff drops in level 40-60 zones, level 39's go to these zones to farm epics from mpbs. Epic weapons and shields scale level 38/43/48 ect, and epic armor scales level 37/42/47 ect. So most likely a level 39 farmed the item in a 40-60 zone and it scaled level 38.
These items scale differently, they scale exactly to your level. They can't go below the level of the zone they're dropped in, so in this case it can't go below level 25.

Is this an appropriate time to bring back the "heals can't crit" meme?
Anyway, I honestly don't know. I don't THINK so. I've seen some pretty stupid crits on my swiftmend, which doesn't seem likely if they're only worth 150% instead of 200%

Being upgradable doesn't mean the item necessarily drops. Theres some conversation going on in the single source drop boes thread about it.

As far as I can tell, the search switches over to the new wow website...so it may be URL editing for now. I'm sure someone could whip up a js script that would pull up the equivalent page if you're on the wow page.
