If your movement speed scales with secondary stats (Demon Hunter / Plate Wearer) you go 111 because of better gem / enchant scaling. Everyone else stays 110.

Level 111 is BiS for speed toons and running old content, if that is your thing. I'd say 111 is the meta for wpvp as well because of the stat scaling and gems and enchants.
