Got it on a 20 warrior out of the satchel - unlocked appearance on all of my characters.
You can not add illusions to the scythe and the on use effect works at level 20.

@Hashbrowns you can only get a chance at the staff once per day from the satchel, unless youre quing multiple toons.

I managed to loot http://www.wowhead.com/item=36976/ring-lords-leggings&bonus=4133 from skar'this the summoner, on my warrior, kept it as a collectiable.
