Got it on a 20 warrior out of the satchel - unlocked appearance on all of my characters.
You can not add illusions to the scythe and the on use effect works at level 20.

I think I'm 40 runs in, 4/5 cloaks, no staff
@Hashbrowns you can only get a chance at the staff once per day from the satchel, unless youre quing multiple toons.

Anyone try not looting it and getting it in the mail?
I got 2x staff (yesterday and today) on my druid and no drop on other chars yet.
