I do think there is some arbitrary cap because with some of the numbers we've had waiting for games to get done with, there easily could have triggered another instance with minimal levelers. I think due to the matchmaking system working with roles &/or some limitation, the number of games is limited. Frequently, I will see parties instantly get into a battleground as another 'lobby' closes.

It's possible for sure. There definitely seems to be some role matchmaking going on, most of the long random queues I've seen have been with multiple healers. It's probably worth queuing DPS and heals for people who enjoy both roles. It's really hard to get enough info to pin down exactly how the random queue works though. All I know for sure is that with pretty much the same core queue system in WoD, a BG would pop if 10+ people queued for it on each side.
