LvL 11 or LvL 20 character

Question: Which is more fun to play PVE?
As of now I have a Druid, warrior, monk and mage @ LvL 10/11, but I am curious if it makes any sense to level them to 20?
Note: I do not wish to take part in any pvp activities

30 so you can do some raids with others.

If I was you I would not touch my 10's or 11's. It is fun to play lvl 10 as they are great for boosting friends. 20's have more dungeons and other stuffs available for them. For me 20's are more fun.

I leveled every one of my 20s to 29

easy. done in a couple days played. absolutely no pvp
level 20
more challenging. More than one or two abilities
done when you decide to quit.
stacking professions and even cooking is viable if you want a challenge

why not both?
