it was a tongue in cheek comment about how all the rules stated is copy and pasted from the 19 bracket but i guess it went over your simple head

That’s because a lot of the people that frequently play 19’s came to play in this bracket it seems.
Besides, rules don’t belong to a certain bracket my friend. There are people that play in several brackets. Just as there are people that play both factions. People such as myself. I don’t hold an allegiance to any bracket or faction. I view the WoW product for simply what it is. A video game meant for entertainment purposes.
Just like I don’t hold an allegiance to a car manufacturer or a phone type either either. I’m am going to purchase what I think is the best value for me.
