I wasn't ever sure on that, nonetheless it does speed things up. So can't go wrong with having 3 level 3 naval yards. Because after all, that's what we're all after -- speed.

Already got my agil ring with 93%. Now I got this one coming up!

Took me 712 completed Missions for the final Ring to pop. Mind you that's 712 Missions on just ONE Character, not to mention all of them I did on my now 7 Shipyards.

With the buff, the rings should pop in no time. Within a matter of days after the buff I got my final two rings. Before that I had ran more than a thousand missions. Since then I have not lost a ship. And my missions fail quite often. The only ones I truly worry about are the gold missions.
Once you get your rings you can shift your fleet from primary NE crews to gnome crew(or Horde equivalent) to double your gold.

Gnome crew just gives Shipyard items. Dwarven crew gives extra gold. Also what buff are you referring to?
