We dont know, all we have to go on is that 20 has historically been the cap and it hasnt been raised in any expansion yet and Ion has said they arent interested in expanding the starter account experience any further.

So probably not. And probably not for a long while. But I suppose its always possible.

I'm a casual, alliance only F2P in EU. I'm playing as 20 since MoP. I never was the best, but I healed the best players in EU! Maybe you, too.
Casual means I have only satchel & crate blues. No gems, enchants or other BiS things.
