Elemental Shaman BoEs With Mastery

Does anyone know if and BoEs with mastery, such as "of the peerless", can drop for 59 Elemental Shaman?
I have used mastery enchants on some pieces of gear to see if they would increase the rate of Elemental Overload even though the tooltip does not update to reflect the additional mastery. The rate does indeed increase. I did a test against a lvl 60 training dummy of 500 lightning bolts with the mastery enchants and 500 without. I was able to get a ~25% overload rate with the enchants and ~15% without.
 
I doubt it. Mastery gear doesn't drop in outlands or northrend since mastery wasn't added until cata. You can try grouping with a higher level in deepholm or twilight highlands or something to see if you can loot the mobs. If you can, I don't think any of the gear drops will scale lower than 77.

Though there won’t be any gear avail with mastery, try to find a cats mastery gem and see if it lets you put into a socket. Socket gear can be found in HFR, BF, SP from Outland and Nexus + UK in wrath. Get back to me us that, really curious to see if you can use a mastery gem
 
Wow ok, I'm so sorry then, thank you for telling me. If that's the case there is a mastery/minor speed boot enchant that's cheap and could be used for testing, as well as ring enchants.

They require ilvl 102. Theres not any socket gear that high we can use at 59

As I stated in my original post, I did testing against a lvl 60 target dummy with some mastery enchants and got about 25% overload procs with 500 lightning bolts compared to about 15 percent overload procs without the mastery enchants with another 500 lightning bolts. Even though the mastery stat does not show up on the paper doll it does increase the overload proc rate.
 
Check out Deja Character Stats (DCS) if you want to be able to see your hidden stats like Mastery. Great mod.
 
No luck procing mastery with Windsong enchant. So, it looks like ~25% might be the cap in this bracket since mastery gems require unobtainable ilvl gear and it appears that BoEs at this level cannot have mastery on them.
The extra 10% might be worth giving up versatility on cloak/rings, hidden satyr, and int/spellpower on shield and gloves after the 8.1 changes, but probably not atm.
