Every single bracket will have activity.
No matter which bracket you are twinking in, there will be players wanting to experience vanilla PVP as a fun escape from their leveling grind. If you're looking for competition, I can guarantee that 19 is where it'll be it.

Of course, they're focused on hitting 60 first. In order to actually create a twink and gain an unfair advantage in BGs over other players, you need a source of gold, gear, and enchantments for the twink. And since you can't turn off XP, you need to be extremely careful in what your twink to be does while getting it geared up. So level those 60s before the battle grounds open up, so you can gear those twinks.

29s did fine for many xpacs before the F2P trash arrived.

Twink BGs were active until group queues became xpon and xpoff separated. This was in the era of battlegroups, when BGs were split between ~10 different server groups. In our battlegroup, we had active pops all the time in 19s, 29s, & 39s from my experience. The activity came from all of the levelers that played, and over time, the people that got inspired by other twinks to make a twink themselves.

With classic WoW, I have no idea why twink BGs wouldn’t be active without F2Ps. My only concern is Horde vs Alliance queue times.

29s were very active classic-wotlk, don't know why they wouldn't be now. 19s will be the most active due to ease of leveling, but there should be a healthy 29 population.
