when i compiled this for BFA I included those numbers, as well as tauren bonus stam, in the final number.One wrinkle I'd feel amiss not bringing up. I just checked on a draenei shaman with 61 intellect in ele/res and 58 agility in enh. I assume that their heroic presence racial (three points) is being counted towards the white stat. I don't know if simulationcraft numbers account for that bump, so it might be worth keeping in mind.

Don't have a tauren to check their stamina bonus. But outside of special racial features, we should be good.
Well, I didn't know there was a post about that, I just finish today the sheet about all base stats (after weeks of research). I include all bonus stat in the base stat (so the Draenei and Tauren racial)(there is also base stat for level 1 and 10 for those who are curious):
