Now back on the hunter part of it...



Let's assume it works with BA and serpent. (may be even ES? )



It has an ICD of 45 seconds lasts for 15 seconds. Let's say you get a proc every minute.



So that's 250 haste rating for 15 seconds per minute, roughly around 60 perm. haste rating. Seeing haste is somewhat useless in PvP for a hunter. (as in, hunters gets more out of other stats... like crit, agi, arp... whatnot..)



This would be bad even if hunters can proc it.



Rogues, however, may be able to utilize this more.
 
just to put it into perspective of how OP black magic is at 49.



legendary set bonus:



it's a proc of about the same proc chance, 10 second MORE internal cool down (45 seconds vs black magic's 35 seconds), and it means 28.53% speed increase at 70 (well, you gotta be at least 70 to use the set).



yet at 49, all we need is to put blackmagic on offhand, we will get a 31.7% speed increase when it procs, which is better than the legendary set bonus, and it will be up more often because of a shorter internal cool down.
 
That bonus is on a weapon obtained in, and probably designed for, PvE without the specific intention of being used in PvP where the actual gain of it might be of less value than the raw damage-output, hence why they were so wanted.

I don't think anyone saw the proc as much more than an addition to the utter awesome damage the weapon gave.

...because I didn't play back then. OHWAIT, I was facing dual-glaive Rogues in 4/8 T6. That's because the glaives were OP. But hardly because of the Haste! That's the point I was trying to make.
 
I really would like a definition of "OP" in this scenario.



If it's OP because it's an overpowered enchant for rogues, I would think that it would make a difference in killing classes that rogues normally couldn't handle. To be frank, I doubt that even this enchant would help a rogue take me down.



Not gamebreaking, therefore not OP. Maybe a "better" enchant, but that doesn't make it the most overpowered enchant in the game for 49s.



*edit* - for example Lock v Rogue. You jump me... maybe you'll get like a full CS worth of damage in with it. I'll Death Coil... you either wait it out or trinket it in which I'm already winding up a fear. Therefore your Black Magic only got a duration of half on me. And that's only if I don't decide to trinket your CS.



Unless you open with Ambush, then I just lawl at you.
