Instead of bonus honor for preventing caps, they should boost bonus honor for flag returns.

That'd be a bad move, imo. You'd end up with teams turtling and "farming returns" instead of farming kills.
People would only have an incentive to return flags, not capture any. So, instead of 20 minute sessions at the Gy, players would spend 20 minutes sitting in their base trying to snatch as many returns as possible. Obviously, returns are a part of winning but no one would bother capping. They'd just want as many returns possible. In a sense, players would only be incentivized to do
half the job of objective teamplay.
The change Blizz is bringing pushes people to stop enemy from capping (which includes returns)
and to cap themselves to end the game. Honour per return would end up with people just caring about returns and not actual wins. This change, however, would push people to try and win (which would
include killing Efc and returning the flag).
I think it's a good decision. Whether it's the
best approach is always debatable but it's better than the usual half-assed solutions Blizz come up with.

It could actually help end Gy farming;
i.e. Ending 2x 10 minute games at 3-0
(the average time it takes a one-sided 3-cap win) may perhaps* yield more honour than 1x 20 minute game at 3-0
(which would have farming).
*Just an assumption that will depend on how much honour we get from kills, though.
