They dont care.

Historically speaking, any change that has helped twinks has only been a side effect of a change that was designed to make the game better for everyone. There's really been nothing that Blizzard did to directly help twinks, except maybe bug fixes (which happen to help everyone).
 

The Blizzard reasoning behind adding them at the time was there might be players who want to turn off their XP so they could stay in content longer or wait for friends to catch up. The whole '19 twink model' behind the NPCs is definitely a jab at twinks, there's no doubt about that. However, adding XP to BGs, NPCs to turn XP on/off, and segregating XP on/off players into separate BGs happened within a single patch day and was not a 'twink friendly' design decision.

In case you've forgotten, twinks were effectively dead from that moment until players started organizing and moving to specific battle groups to condense their numbers. Even after several months of moving to specific battle groups to coordinate activity, a lot of brackets still died out completely. 3.2 had more of a negative impact on twinking than a positive effect, and one only has to admit how much twink activity depends on the participation of non twinks in order to understand that.
 
Twinking is a game within a game. blizzard have said they dont officially support twinking yet we have the ability to lock xp so we can.

they do care, but they will re-act based on QQ from players doing leveling BGs. the reason BGs had to be made 0x-x4 & x5-x9. was because the 0x-x9 BGs were no longer fair and valid based on talent, glyphs, etc, over the years. scaling will not fix it and make it fair.. i see nothing that will make going back to those brackets fair or even close to balanced

in higher brackets they made 70's arena allow 71-74's several times and had to renerf it to 70, not because of 70's complaining, it has been changed because players gaming the arena system to gain points within a season, allowed to keep points and if they then powerlevel they keep the ratings. blizz reacted by nerfing the brackets back to 70, 80, 85 only, and wiping prior ratings, etc. when they hit 90. it was a result of existing 90's noticing about a new 90 already having ratings and ability to purchase arena items instantly that brought about the change. if it only affected 70, 80, 85 level players they would have done nothing which is exactly what they did the first half of the MOP expac, but hey affects 90's...shit happens then
